Mr. Gbur is a Project Manager for the Value Institute with special emphasis on the Delaware Clinical and Translational Research (DE-CTR) ACCEL program. This program accelerates medical research discoveries by establishing funding for new research initiatives that promote health and wellness to the citizens of Delaware, South Carolina, and the nation.
The DE-CTR is a five year multi-million dollar grant funded by the National Institutes of Health as well as the state of Delaware and institutional match dollars. His work as a project manager provides oversight and leadership on the yearly federal and state research sub-award agreements that include seven key component activities. This complex grant encompasses more than twenty-five cost centers and provides funding for additional independent research projects such as Pilot Grants that include Big Data and Shovel Ready, Mentored Research Development Awards, and ACCEL Community Engagement (ACE) awards.
Mr. Gbur acts as a liaison handling questions and issues between researchers and program leadership from the University of Delaware and other partnering institutions, assists Principal Investigators and other named personnel in daily management functions, and works closely with Christiana Care Health System’s Office of Sponsored Program and Research Finance departments. This work involves developing and revising project budgets, completing all new grant submission forms and paperwork, obtaining price quotes as needed, preparing spreadsheets and tracking monthly allowable expenditures, invoicing management, completing quarterly financial reports, assuring contracts and effort reporting are compliant with federal and state guidelines, completing monthly estimated revenue accruals in Credit, and attending numerous meetings for progress updates and resolution. Work is also completed with other Value Institute team members on data analyst assignments and projects as needed.
Before coming to Christiana Care Health System, he worked as a medical equipment planner assisting hospitals and healthcare facilities during new construction and renovation projects.
Mr. Gbur earned a B.S. degree in Health Planning and Administration from The Pennsylvania State University. He has also completed graduate level coursework in Health Services Management at Eastern University in St. Davids, PA.
